Society as a whole is changing and people want more choice about how to access public services (when choice is possible). All services need to equip staff properly to maximise productivity and skills, and policing isn't any different.

I agree, if that means public confidence in its broadest sense, not just a single performance indicator or measure that says "public confidence". In that broad sense, the public will feel confident if they feel safe, are safe and are getting the policing which feels right for the resource they're spending and the challenges they face.

Policing is only partly about the use of force, much more about negotiation, collaboration (with the public as well as with other agencies), data collection/use, problem identification, analysis and resolution, leadership in communities, budget management, organisational leadership, technological enablement.
