With an ever older population and mental health issues, the amount of time expended on calls related to this will in my opinion stretch resources to the limit. Set protocols need to be put in place nationally when reporting missing persons to avoid time wasting. Regular meetings with partner agencies should help achieve this as well as some innovative thinking around the use of police civilian staff.

If we are to provide a better service than what is presently offered the use of civilian staff needs to be maximised so that continuity and expertise is achieved.

Any changes to be implemented must be thought out properly this time. The speed of transition to Police Scotland caused in my opinion some ill thought out ideas to be implemented which resulted in a far worse service being offered in certain areas e.g Firearms Licensing. The requirement to cut budgets was obviously more important than providing a satisfactory service to the public.

I have heard too many reports from colleagues and the public over the last few years regarding the lack of confidence in the service provided by the police.

Workforce

5. The Policing 2026 strategy highlights that we will need to re-shape our organisation with a workforce focussed on having the right skills and capacity to meet future challenges. Do you agree with this approach?

There needs to be a more balanced workforce where civilians are utilised more in non-operational roles. The committment of the Scottish Government to not reduce police officer numbers has caused an imbalance and resulted in highly paid police officers doing jobs that civilians could easily do and better.

Achieving a more balanced workforce is in my opinion very important. Police Officer resources are being wasted in areas that civilians could be employed in. This is not in the best interest of the public purse and is detrimental to the service provided to the public. The last 3 years has been very frustrating, watching droves of civilian expertise leave. If Police Scotland is to achieve excellence it must release its police officers to carry out operational duties. Life has become too comfortable for some officers who are carrying out backroom office jobs.
