Comments – It is of great importance to Aberdeen City Council that the national strategy supports the empowerment to the Local Police Commander in terms of their ability to engage and commit to the Local Outcome Improvement Plan (LOIP) and subsequent locality plans and their ambition.

Comments - With a strong focus on prevention and localities in the local authority it is encouraging to see both of these areas as a strong lead within the strategic focus. It is also a positive step to see focus 4 (knowledge) and the acknowledgement of that sharing of information and analysis across partners is key to developing better services and joint working practices.

Although a key point in “strengthening effective partners” is to share data – the recent restructure of Police Scotland has resulted in a more centralized analyst service. We look forward to continuing to work with local Police in the future to ensure that local communities benefit from improvements in this area.

Comments - As this is mainly influenced by the public’s perception of feeling safe, It is a positive measure of success but we would be interested in understanding how this measure will be captured. Particularly around how people who are not particularly a direct victim of crime (where their response may depend on successful arrest / prosecution) but live in an area where the reputation / perception is of high youth annoyance, organized crime, vandalism, etc.

Workforce

5. The Policing 2026 strategy highlights that we will need to re-shape our organisation with a workforce focussed on having the right skills and capacity to meet future challenges. Do you agree with this approach?

Comments – Yes, however as mentioned before, it is important to Aberdeen City that the massive differences between the type of policing required in the 3rd largest city Scotland and the policing required in the more rural areas of Aberdeenshire and Moray are not lost through the new structure and that where recognized, local commanders are given the support to adjust the capacity to suit the area rather than to fit into a national framework.

Comments - As a key partner in Aberdeen City Community Planning and Community Safety, this strategy will have a strong influence on how we move forward in our partnership working and data sharing and reporting when working to achieve the agreed LOIP and Locality outcomes. We welcome the opportunity of consultation and are encouraged by the focus and key points outlined in the document.
